Senator Little offered the following Letter of Intent No. 2: Letter of Intent No. 2 for CSSB No. 7(Fin) am It is the intent of the Legislature that the development of standard regional guidelines for construction of schools in the state include the consideration and implementation to the extent possible of energy efficient design and construction standards. Senator Little moved and asked unanimous consent that Letter of Intent No. 2 be adopted as a Senate Letter of Intent. Without objection, the Letter of Intent was adopted. 1993-04-23 Senate Journal Page 1704 SB 7 Senator Frank moved that CS FOR SENATE BILL NO. 7(FIN) be returned to second reading for the purpose of a specific amendment, that being Amendment No. 7. Senator Duncan objected, then withdrew his objection. There being no further objections, the bill was returned to second reading. Senator Frank offered Amendment No. 7 : Page 2, lines 28 - 29: Delete "four other people selected by the commissioner who have the following qualifications" Insert "seven other people selected by the commissioner as follows" Page 3, line 4: Delete "and" Page 3, lines 5 - 6: Delete "have five years of experience in school or municipal facilities management" Insert "be employed by the Department of Transportation and Public Facilities; (5) one person shall be a nonvoting member and shall have five years of experience in city or borough school district facilities management; (6) one person shall be a nonvoting member and shall have five years of experience in municipal facilities management; and (7) one person shall be a nonvoting member and shall have five years of experience in regional educational attendance area facilities management" Page 3, after line 21: Insert a new subsection to read: "(d) The commissioner may not select a person to serve on the bond reimbursement and grant review committee under (a)(1) - (3) of this section if that person 1993-04-23 Senate Journal Page 1705 SB 7 has been employed, including employment by contract, by a district in connection with a grant project submitted to the department under AS14.11.011(a) and the employment occurred within the past three years." Senator Frank moved for the adoption of Amendment No. 7. Without objection, Amendment No. 7 was adopted. CS FOR SENATE BILL NO. 7(FIN) am was automatically in third reading. Senator Salo moved that CS FOR SENATE BILL NO. 7(FIN) am be returned to second reading for rescinding action. Senator Taylor objected. The question being: "Shall the bill be returned to second reading for rescinding action?" Senator Little moved and asked unanimous consent that Letter of Intent No. 3 be amended as follows: After "all" Insert "new" Without objection, Letter of Intent No. 3 was amended. Senator Zharoff moved and asked unanimous consent that Letter of Intent No. 3 as amended be adopted as a Senate Letter of Intent. Senator Leman objected. The question being: "Shall CS FOR SENATE BILL NO. 7(FIN) am "An Act relating to grants for school construction, to reimbursement of school construction debt, and to school construction bonds issued by the Alaska Municipal Bond Bank Authority; and providing for an effective date" pass the Senate?"
